What changes can help fix Brown County's persistent emergency dispatcher shortage?

Despite past pay raises and other efforts, Brown County in northeast Wisconsin is missing more than one in three of needed emergency dispatchers — experts say local officials must boost morale, get creative with hiring and training and address the mental health toll of the job.
