Prosecutors are trying to paint Milwaukee County Judge Hannah Dugan as rudely approaching federal officers and making it more dangerous for them to do their jobs to help an immigrant escape arrest, with another judge testifying that she was irritated and "shocked" with Dugan's behavior.
