Less than a third of the people who lost state Medicaid coverage under the BadgerCare program signed up for health care through the federal exchange. The Walker administration had a goal of getting 90% covered through the online marketplace. Nearly 63,000 people lost Medicaid coverage because their income was above the poverty level. More than 38,000 of them are no longer getting state or exchange coverage. The next enrollment period for the federal exchange starts November 15.
